I have this adapter, too, and it worked out of the box with Mint. Don’t know if the driver will also work with Ubuntu or not.
Unplug the USB and wait 30 minutes; plug it in again and wait until you hear the startup noise.
If you hear the noise, then the USB is “host” side connected.
If the noise didn’t happen, then the USB is “device” side connected.
(Plugging in both USB ports will probably help to check, which one is host and which one is device).
Insert 2.4GHz and 5.0GHz networks; try connecting to an EAPOL handshake-enabled device
If it has worked before, and you can connect a EAPOL handshake-enabled device, then the USB dongle has a problem; contact the USB vendor

The CSR Bluetooth Dongle looks like the same as this one from Semtech Microelectronics.
